College President Dr. Joy C. Capistrano delivered her 4th State of the College Address (SOCA) on February 28 at the ASSCAT Sports and Sociocultural Center, with faculty, staff, students, and guests in attendance.

With the theme “Overcoming Challenges, Intensifying Innovations, and Sustaining Success,” Dr. Capistrano shared updates on the college’s achievements over the past year, the obstacles it faced, and the plans ahead.

She highlighted key developments in instruction, research, extension, and infrastructure. Among the accomplishments were expanded academic programs, new linkages with partners, and ongoing improvements in student support and facilities. Dr. Capistrano also recognized the people behind these gains—faculty, staff, and students whose efforts have helped move the institution forward.

The address also touched on continuing challenges, such as resource constraints and the need to keep up with changing educational demands. Still, Dr. Capistrano emphasized that the college remains committed to quality service and innovation as it moves into its next phase of growth.

The SOCA is part of this year’s Paghimugso celebration—ASSCAT’s 29th founding anniversary—which centers on the college’s journey of becoming a stronger and more responsive institution for the people of Agusan del Sur and beyond.
