The Agusan del Sur State College of Agriculture and Technology (ASSCAT), represented by College President Dr. Joy C. Capistrano, who also serves as PASUC Caraga Regional Chair, actively participated in the Pre-Plenary Budget Hearing for the 33 State Universities and Colleges (SUCs) of Mindanao.
The session was presided over by Hon. Bernadette S. Barbers, Vice-Chairperson of the Committee on Appropriations and 2nd District Representative of Surigao del Norte, and Hon. Imelda Quibranza Dimaporo, Vice-Chairperson of the Committee on Appropriations and 1st District Representative of Lanao del Norte.
Consultations with Committee on Higher and Technical Education (CHTE) Chair Rep. Jude Acidre focused on policy directions for higher education development and budgetary support for SUCs, advancing SDG 4 (Quality Education)and SDG 17 (Partnerships for the Goals).
ASSCAT presented its FY 2026 budget proposal, emphasizing education and training, research and innovation, internationalization, and community engagement. These priorities align with SDG 8 (Decent Work and Economic Growth), SDG 9 (Industry, Innovation, and Infrastructure), and SDG 11 (Sustainable Cities and Communities).
Dr. Capistrano also provided updates on university conversion and soil health management research, which contribute to SDG 13 (Climate Action) and SDG 15 (Life on Land) through sustainable agricultural practices and environmental stewardship.
Dr. Capistrano joined fellow Caraga SUC presidents from Caraga State University, North Eastern Mindanao State University, and Surigao del Norte State University in reaffirming their collective commitment to quality higher education, regional development, and the achievement of the Sustainable Development Goals.
