Strengthening Healthcare: ASSCAT Donates Essential Medical Supplies
The Agusan del Sur State College of Agriculture and Technology (ASSCAT) has officially been conferred the PRIME-HRM Bronze Award by the Civil Service Commission (CSC) in a ceremony held today at the ASSCAT Main Campus.
The conferment was led by CSC Caraga Regional Director Atty. Winston L. Plaza, together with CSC Agusan del Sur Field Office Directors Aurora B. Mantilla and Evangeline B. Golindan. Receiving the award were College President Dr. Joy C. Capistrano, the Vice Presidents, and the HR team headed by Supervising Administrative Officer Ruth S. Desamparo and HRMO III Millisent O. Dialde, with directors, deans, and administrative unit heads also in attendance.
This milestone affirms ASSCAT’s institutionalization of excellence across the four PRIME-HRM pillars:
• Recruitment, Selection, and Placement
• Learning and Development
• Performance Management
• Rewards and Recognition
In her message, President Capistrano stressed that the conferment is not only a recognition of the HR Office but a collective achievement of the entire ASSCAT community—an embodiment of its core values of accountability, excellence, and service quality. She credited the collaborative efforts that enabled the College to meet CSC’s stringent PRIME-HRM standards.
The milestone also recognizes the foundational contributions of Ms. Rosalie “Sally” Gemina, former OIC HR Officer, whose leadership and groundwork during the initial stages of PRIME-HRM compliance paved the way for the successful conferment of the Bronze Award.
By strengthening its HR systems, ASSCAT continues to foster quality education and lifelong learning, promote fair and inclusive opportunities, ensure decent and productive work, and uphold strong and transparent institutional governance—values that advance sustainable development and responsive public service.
This accreditation further positions ASSCAT as a resilient and future-ready institution as it transitions into a full-fledged state university.
