A. Rationale

Section 2 of Republic Act No. 7932 mandates that ASSCAT shall primarily provide higher professional, technical and special instructions for special purposes and to promote research and extension services, advanced studies, and progressive leadership in agriculture, education, forestry, fishery, engineering, arts and sciences, and other fields as may be relevant while the Goal No. 8 of ASSCAT aims to expand networking and linkages locally, nationally, and globally. ASSCAT was once a Manobo Farm School in 1908 then begins to develop when other cultural communities arrived and settled in Bunawan, Agusan del Sur. Thus making it host a multicultural community with Mandaya, Ilonggo, Bol`anon, Sugbuanon, Surigaonon and more.

With the desire of the College to host events related to Research, Development, and Extension, the College was able to generate funds from the General Appropriations Act 2018 for the construction of the Research, Development, and Extension Center (RDEC) in the amount of P29,800,000.00. The Return Of Investment (ROI) for the said project started when events/activities where conducted in the RDEC such as SK Training, Chess Competition, In-house Research Trainings, and two International activities like the recently concluded International Conference on Environmental Science, Technology, Engineering, and Agriculture (ICESTEA2019) which was attended by 16 agencies from different SUCs, PUCs, and DepEd.

Thus, to strengthen the ROI for the construction of RDEC, another conference for this year is hereby proposed. This International Conference on Multicultural Education, Linguistics, Counseling, and Social Sciences (ICMELCSS2019) will cater the male and female advocates, professionals, teachers, professors, researchers and resource speakers who will participate and present their research papers.


B. Objectives

This International Conference on Multicultural Education, Linguistics, Counseling, and Social Sciences (ICMELCSS2019) is the brainchild of our SUC President III, Dr. Juarlito V. Garcines, which is intended to strengthen the programs of the College through Research, Development, and Extension Affairs.

Specifically, this workshop aims to:

  1. Promote men and women researchers’ capacity and capability on presenting scholarly papers in an International manner;
  2. Establish linkages of the college to different entities in the community that includes SUC’s, private sectors and stakeholders around the Philippines and partly across the globe; and,
  3. Provide a reputable channel to disseminate scientific results in the fields of Multicultural Education, Linguistics, Counseling, and Social Sciences.
